The NYC sidewalk shed map tells a story every New Yorker already feels on the block: some scaffolding is not temporary anymore. It is part of the walk to work. Part of the bodega run. Part of the school drop-off. Part of the dark, narrow tunnel you duck under because the sidewalk gives you no other choice.
Sidewalk sheds are meant to protect people from falling objects near buildings and construction sites. The Department of Buildings says its active sidewalk shed permit map shows all actively permitted sidewalk sheds and is updated daily. For this analysis, Shulman & Hill reviewed DOB active sidewalk shed data dated July 8, 2026.
The data shows 7,625 active sidewalk shed permits across New York City, covering more than 1.76 million linear feet of sidewalk. That equals about 334 miles of sidewalk sheds.
That is more than a construction issue. It is a neighborhood issue. A pedestrian safety issue. A visibility issue. A storefront issue. And when something goes wrong near a sidewalk shed, it can become a serious pedestrian injury issue.

The punchline is brutal: the average active sidewalk shed in NYC has been standing for more than a year and a half. Nearly half of all active sheds in this dataset were at least one year old. More than 1,100 had been up for at least three years. Twenty-one had been standing for at least a decade.
Which Borough Has the Most Sidewalk Sheds?
Manhattan is the center of the scaffolding problem by both active shed count and total sidewalk shed length. It had 3,472 active sheds in the July 8, 2026 data, covering roughly 137 miles of sidewalk.

Manhattan had about 46% of all active sidewalk sheds in the dataset and about 41% of the city’s total active shed length. Brooklyn ranked second by count and total length. The Bronx ranked third by count, but it had the highest average shed age of any borough at 641 days.
That matters because the public usually notices two things: how much scaffolding is on the block and how long it has been there. Manhattan has the most. The Bronx has the oldest average shed age.
The NYC Neighborhoods With the Most Active Sidewalk Sheds
Community districts give a clearer picture than borough totals. They show where New Yorkers are most likely to walk block after block under sidewalk sheds.

The Upper East Side and Roosevelt Island had the most active sidewalk sheds by count. Midtown and Midtown South had slightly fewer sheds, but more total length, with about 16 miles of active sidewalk sheds.
This is where the “sidewalk tunnel” effect kicks in. A neighborhood does not need the oldest scaffolding in the city to feel buried. It can feel buried when long stretches of sidewalk are covered again and again, block after block.
The Neighborhoods With the Most Sidewalk Shed Length
Counting permits can make small sheds and massive sheds look equal. Total linear feet tells a sharper story.

Midtown and Midtown South ranked first by total shed length. That makes sense for one of the densest commercial and office zones in the city. Yet the data also shows heavy shed burdens in residential areas, including the Upper East Side, Upper West Side, East Harlem, Central Harlem, Brownsville, and Ocean Hill.
NYC’s Oldest Active Sidewalk Sheds
The oldest active sidewalk shed in the July 8, 2026 DOB data was at 605 East 9 Street in Manhattan. The first permit date listed was September 29, 2010. Its age was 5,760 days, or roughly 15.8 years.

These are not minor delays. These are childhood-length timelines. A child born the year the oldest active shed in this dataset first appeared would be old enough for high school by the time of this data pull! (They grow up fast, don’t they?)
Where Sidewalk Sheds Are Staying Up the Longest
Some neighborhoods do not rank first by total active shed count, but they stand out because their sheds skew older.
Among community districts with at least 50 active sheds, these had the highest average shed ages:

This is the second story inside the map. Manhattan has the greatest volume. The Bronx has several of the districts where sheds stay up the longest on average.
Why NYC Has So Many Sidewalk Sheds
Sidewalk sheds are not automatically bad. They can be necessary.
DOB says sidewalk sheds are temporary structures built to protect people or property. Property owners must install them for certain construction or demolition work and when danger calls for that type of protection. DOB also says sheds must be removed once construction, demolition, or remediation work is complete.
Many sidewalk sheds are tied to façade safety rules. Under the city’s Façade Inspection and Safety Program, owners of buildings higher than six stories must have exterior walls and appurtenances inspected every five years.
DOB says unsafe conditions must be repaired within 90 days of filing a technical report, and when a façade is classified as unsafe, the owner must immediately install protection measures, such as a sidewalk shed, construction fence, or structural netting, as required.
That is the tension: sheds can protect people from injuries caused by falling debris, but they are not meant to become permanent architecture.
The Safety Problem With Long-Standing Sidewalk Sheds
A sidewalk shed can reduce one risk while creating others.
DOB lists technical requirements for sidewalk sheds, including a five-foot minimum width, eight-foot minimum passageway clearance, lighting at all times, visible street signs, open fire escapes and exits, and protected loading areas. DOB also says permits and identifying information must be posted in a visible area.
Pedestrian Hazards
When sheds are poorly maintained or badly placed, pedestrians can face risks such as:
- Tripping hazards from uneven walking surfaces, loose boards, debris, cables, or temporary ramps
- Falling debris from construction, façade repair, or stored materials
- Poor lighting inside long sidewalk tunnels
- Blocked sightlines near driveways, crosswalks, bike lanes, and curb cuts
- Narrow walkways that force pedestrians close to traffic
- Accessibility barriers for people using wheelchairs, walkers, strollers, or canes
- Confusing detours around work zones
NYC 311 says people can report pipe scaffolds or sidewalk sheds that are defective, unsafe, inadequate, contrary to permit or approval, missing, without a permit, or under an expired permit. It also says people should call 911 for an accident or immediate danger.
NYC Is Trying to Get More Sheds Down
City officials have been under pressure to reduce long-standing sidewalk sheds. In March 2025, the New York City Council said there were over 8,400 scaffolding structures across the city, most concentrated in Manhattan, with an average age of over 500 days and 334 structures standing for more than five years. The Council also passed legislation aimed at reducing the permit duration for certain façade-related sheds, improving designs, increasing lighting, and imposing penalties for delayed repair work.
The July 8, 2026 active DOB data reviewed for this article showed fewer active sheds than that March 2025 figure, but a larger count of sheds at least five years old: 356.
That means the total number can fall while the long-standing shed problem still remains stubborn. The city can take some sheds down and still leave certain blocks stuck under the same tunnel year after year.
What to Do If You Are Hurt Near Scaffolding or a Sidewalk Shed in NYC
If you are hurt near scaffolding, a sidewalk shed, or falling debris, the first priority is safety.
Call 911 for an accident or immediate danger. Get medical care as soon as possible, even if you think the injury may be minor. Pain from a fall, a falling object, or a collision near a work zone can worsen after the adrenaline fades.
When safe, try to document:
- The exact address or nearest storefront
- Photos of the sidewalk shed, scaffold, construction area, lighting, debris, hole, ramp, board, or hazard
- The permit sign or posted job information
- The sidewalk, curb, crosswalk, bike lane, or street condition around the shed
- Names and contact details for witnesses
- Nearby cameras from stores, buildings, buses, or intersections
- Your shoes, clothing, damaged phone, bag, bike, or other items
A sidewalk shed injury case may involve more than one party. A property owner, managing agent, contractor, subcontractor, scaffold company, maintenance company, tenant, or public entity may have information about who controlled the area and who was responsible for keeping it safe.
That is why timing matters. A dangerous condition can be repaired quickly after an injury. A permit sign can be changed. A camera can overwrite footage. A contractor can remove debris. The block can look different the next day.
When a Sidewalk Shed Injury May Become a Legal Claim
Not every injury near a sidewalk shed means someone else is legally responsible. The key question is usually whether a dangerous condition existed, who knew or should have known about it, and whether someone failed to take reasonable steps to keep pedestrians safe.
A claim may involve:
- Falling debris from a building, scaffold, shed, or construction site
- Trips and falls caused by loose materials, uneven surfaces, holes, or debris
- Poor lighting under a long sidewalk shed
- Blocked pedestrian paths or unsafe detours
- Work zones that push pedestrians into traffic
- Unsafe access for people with mobility limits
- Missing permits, expired permits, or conditions that do not match approval
- Construction site activity that creates a pedestrian hazard
For construction workers injured while building, repairing, inspecting, or removing scaffolding or sidewalk sheds, different laws may apply.
Construction workers may have workers’ compensation rights, third-party injury claims, or claims under New York Labor Law depending on how the injury happened.
Why This Map Matters
New Yorkers joke about scaffolding because it is everywhere. But the data is not funny when you live with it every day.
A sidewalk shed can darken a storefront. It can make a block feel abandoned. It can hide hazards. It can squeeze pedestrians into narrow paths. It can turn a normal walk into a tunnel with bad lighting, blocked views, and no room to move.
The DOB data shows that this burden is not evenly shared. Manhattan carries the largest volume. Several Bronx districts carry some of the oldest average shed ages. Brooklyn has some of the oldest active individual sheds in the city. Queens has fewer total sheds, but still has active sheds dating back more than 14 years.
Sidewalk sheds are supposed to protect New Yorkers. The real problem begins when protection becomes delay, and delay becomes part of the neighborhood.
Methodology
Shulman & Hill reviewed active sidewalk shed permit data dated July 8, 2026. The dataset included 7,625 active permit records with the following fields: borough, community board, first permit date, current date, age, permit expiration date, linear feet, address, applicant, and activity.
Borough names were standardized where the same borough appeared in both title case and all caps. Total linear feet were summed by borough and community board. Miles were calculated by dividing linear feet by 5,280. Average age used the DOB age field. Age in years for the oldest sheds was calculated by dividing the number of days by 365.25.
Community district neighborhood labels are general neighborhood references for reader clarity. Community board boundaries do not always match how residents describe neighborhood borders.
